Ang bawat obispo ay may teritoryo([[episcopal see|see]]) na pinangangasiwaan nito. Ang pangunahing tungkulin nito ay siguraduhing ang mga tradisyon at pagsasanay ng Simbahang Ortodokso ay maiingatan. Ang mga obispo ay magkakatumbas sa autoridad at hindi maaaring manghimasok sa huridiksiyon ng isa pang obispo. Sa pangangasiwa, ang mga obispong ito ang mga teritoryo nito ay isinaaayos sa iba't ibang mga pangkat [[autocephaly|autocephalous]] groups o mga [[synod]] ng obispo na nagtitipon ng hindi bababa sa dalawang beses sa isang taon upang talakayin ang katayuan ng pangyayari sa kanilang mga respektibong see. Bagaman ang mga obispo at ang kanilang mga autocephalous synods ay may kakayahang mangasiwa ng paggabay sa mga indbidwal na kaso, ang mga aksiyon nito ay hindi karaniwang nagtatakda ng [[presedente]] na umaapekto sa kabuuang simbahan. Ang mga obispo ay halos palaging pinipili mula sa mga ranggong monastiko at dapat manatiling hindi kasal.

Ayon sa katuruang Ortodokso, ang posisyong "Una sa mga Katumbas" ay hindi nagbibigay ng karagdagang kapangyarihan o autoridad sa obispo na humahawak nito kundi bagkus ang taong ito ay umuupo bilang organisasyonal na ulo ng konseho ng mga katumbas(tulad ng isang pangulo). Ang mga salita at opinyon nito ay hindi nagdadala ng higit na kabatiran o karunungan kesa sa anumang obispo. Pinaniniwalaan ng Ortodokso na ang Banal na Espiritu ay gumagabay sa Simbahang Ortodokso sa pamamagitan ng mga desisyon ng buong konseho at hindi ng isang indibidwal. Sa karagdagan, nauunawaang kahit ang ang mga desisyon ng konseho ay dapat tinatatanggap ng buong simbahang Ortodokso upang maging balido.
