Heydar Aliyev[2] (1923–2003), a Soviet and Azerbaijan statesman, a First Secretary of the of the Central Committee of the Communist Party of the Azerbaijan SSR (1968–1982), a First Deputy Premier of the Soviet Union (1982–1987), a President of Azerbaijan (1993–2003).
There depicted the badge of the Order of St. Andrew on the left.
